PDA specialises in the design and delivery of counter fraud training. Rachael Tiffen: CIFAS
Fighting Fraud & Corruption
Rachael was Head of Audit and Counter Fraud in 3 London Boroughs. At the National Fraud Authority, Home Office in 2010 as Head of Public Sector Fraud she researched and drafted the first local government counter fraud strategy Fighting Fraud Locally ( FFL) and created pilot data hubs using partnerships. In 2013 she joined the MoD as manager of the Fraud Defence Unit.
In 2014 she created the CIPFA Counter Fraud Centre - creating qualifications and services, drafting the second FFCL Strategy for HMG .Whilst here she created a consortium of data partners leading the team to win the contract for the London Counter Fraud Hub.
Rachael is a well-known speaker and author on counter fraud and corruption, sitting on a number of industry Boards. She is the Independent Person for Standards and Ethics at the LB Tower Hamlets. In 2017 she won the Stella Walsh Award “Lifetime Achievement in Countering Fraud”. Rachael currently hosts a regular spot on CLGdotTV interviewing other counter fraud experts. Rachael is Director of Public Sector at Cifas – the UK’s Fraud Prevention Service.

‘Notices & evictions during the pandemic’ with delegate questions
Andy has been at Cornerstone Barristers since 2014 and at the forefront of the Social Housing Bar for many years prior to that. He is regularly instructed by local authorities, private registered providers and the leading private solicitors firms in this area on the full range of social housing issues both in respect of litigation and policy/regulatory issues. Additionally, he works in the public law field, whether that be free-standing challenges (such as homelessness appeals or judicial reviews) or as part of existing proceedings (for example, public sector equality duty and s. 11 Children Act 2004 defences to possession claims). His recent appearances in the higher courts include Salix Homes v Mantato [2019] 1 WLR 3609, Powell v Dacorum Borough Council [2019] HLR 21, Adam v City of Westminster [2019] HLR 15, Gullu v LB Hillingdon/Ward v LB Hillingdon [2019] HLR 30 and Hertfordshire County Council v Davies [2020] EWHC 838 (QB). Andy is the author of ‘Cornerstone on Social Housing Fraud’ of which he is in the process of writing the 2nd Edition. Mike Neumann ITS Training
‘Investigations in the Crisis’ with delegate questions
Mike’s presentation is taken from ITS’ popular Socially Distanced Investigations course.
Mike tried his hand at many things before getting caught up in the world of training. Having proved he could be trusted with unit trusts, and that he could calculate the best way to build computers, he assessed that he wasn’t cut out for a career in benefits, glazed over when working in a glass warehouse and the less said about the plastering job the better!
More by luck than judgement, he discovered fraud detection and prevention, and ended up looking at organised fraud, a role that gave him opportunities to work with many government departments and police forces throughout the UK. After a spell on surveillance, he took over the running of a computer unit, becoming a HOLMES system manager and teaching himself to programme. Mike decided investigation was the best job in the world and decided to stay until he discovered training, which is often just as much fun and (normally) far less dangerous.
Now that ITS Training (where Mike is Managing Director, does the psychology training and some of the investigation training) is over eighteen years old (and officially grown up), he feels compelled to find new things to do. Currently that includes the launch of a new eTraining website, making training work using Zoom, and NIOG – the National Investigation Officers’ Group. The biggest thing right now is the Socially Distanced Investigations training that ITS is delivering across the country (well, virtually…)
He’s also fairly busy with executive coaching, corporate relationships and consultancy. In his marginal time (!) he is working on a few new projects around the teaching of NLP and personal change / life coaching and fighting a losing battle with a Zelda addiction…
